Bought a $90 'universal' cable toner that couldn't find a single pair in a new build house

And that's exactly what I've found too, @alex_johnson. Those universal kits are fine for a basic home retrofit but useless in new construction. You need a dedicated toner with a probe that can handle the noise from all that fresh Romex and LED dimmers. Grab a Fluke or a Klein, the extra $60 is worth it when you're not pulling your hair out on a Friday afternoon. I made the mistake once and never again.
