Serious question, has anyone else tried Google's Performance Max vs. just regular Search campaigns for a local service?

I ran both for my friend's plumbing company in Denver for 2 months with a $2k budget each. The Search ads got way more actual calls from people with burst pipes, while PMax spent most of the budget on YouTube views that didn't convert. What's the best setup for a service business with a tight budget?
