When you say "tech-related excavation accidents," @seth683, I'm kinda skeptical it's a huge deal. That sounds like maybe a backhoe hit a fiber line, which is annoying but not exactly a crisis. News reports love to make stats sound scary without the full story (like how often it actually causes real harm).
