Heard my neighbor say he was 'just going to paint over it' and it made me pause

I was grabbing my mail yesterday and overheard the guy across the street talking to a contractor about his deck. He said the wood felt a little soft in one spot but he was 'just going to paint over it' and be done. That stuck with me all night. I see a lot of rotted wood in my line of work, and paint just traps the moisture and makes it worse. I spent about 30 minutes this morning looking up deck repair videos. For a soft spot, you really need to cut out the bad section, sister in a new joist, and replace the board before you even think about stain. Has anyone else fixed a spot like this? How big of an area did you have to replace?

Honestly the thing that gets me is the paint choice itself. If he's going to cover a problem, at least use a solid color stain. Real paint forms a film that will definitely peel and bubble over rot. A solid stain lets some moisture breathe out. Still a bad fix, but slightly less terrible.

My contractor buddy says the same thing, always pushes stain over paint for wood that might have moisture issues.
