Windy job at the Port of Savannah changed my pick radius rule

Had a job last month at the Port of Savannah moving some transformer units, around 40 tons each. We had steady winds at 18 mph but gusts were hitting 25, and I used to ignore anything under 20. One gust swung the load about 6 feet sideways before I could correct it, and the spotter jumped back pretty fast. My operator manual said 25 was the max but that felt way too close for comfort. I started taking my own anemometer readings on site now instead of relying on weather apps. Does anyone else have a hard number for gusts that makes them shut down even if the rig says it's fine?
