My boss quit on a Tuesday and took my promotion with him

Found out on a Tuesday that the manager who was going to put me up for a team lead spot gave his two weeks notice. He hugged me and said "you'll be fine" and walked out. Two days later HR sent an email saying the req was frozen until they hire his replacement someday. That was 9 weeks ago and I am still doing his old reports plus my own job for the same $58k. I asked my skip level about it and she said they are "assessing the org structure" which means nobody knows anything. I have started applying but it feels dumb to leave a job I actually liked 3 months ago. Has anyone had a promotion dry up like this and did waiting it out ever work?
