Vent: My landlord's 'smart' meters doubled our shared electric bill overnight

I live in a 6 unit building in Portland and last month the property manager swapped out all the old analog meters for these new digital ones. The very next billing cycle our common area charges went from $180 to $370 with no new appliances or anything. I asked the manager about it and he just said 'the meters are more accurate now' but that math doesn't add up unless we were getting ripped off before. Has anyone else seen a jump like this after a utility upgrade?
