Serious question, why do engineers spec 1/4 plate when 3/16 would clearly hold?

I was on a job at a chemical plant in Baton Rouge last month and we had to weld 1/4 inch plate all day for a catwalk that's barely gonna see foot traffic. Has anyone else dealt with this kind of overkill from the design guys?

Did the design guys actually math that out or just guess...

You know my uncle actually worked on a project like this a few years back with a small structural firm. He said they had a whole team running simulations for weeks and still ended up with a 15% margin of error because the ground conditions were different from the survey data. It's easy to assume they just "guessed" but even the best math needs real world adjustments. Honestly I bet someone on that project is looking at the result saying "well there goes our safety factor." You ever think about how much trust we put in those calculations?
