Two years of watching a topped oak in Des Moines finally pay off

I pruned that poor thing back in 2023 after the previous owner hacked the leader off at 12 feet, and it grew 4 feet of fresh scaffold limbs since then. Anyone got tips for keeping reaction wood from taking over on a tree like this?
