My plumber quoted me $1,100 for a 20 minute job and I froze up

Had a guy out to my place near Eubank last Tuesday because my water heater was leaking from the bottom, and he said the whole thing needed to be pulled and replaced for $1,100. When I asked a second plumber for a look, he showed me the leak was just a loose drain valve that took him 20 minutes and $40 to fix. Now I am second guessing every quote I get, so how do you all figure out who is being straight with you?
