Seems like a pretty strong way to frame it. Aren't people usually pretty good at tuning out background noise when they need to focus on a detailed task? Calling it a risk to everyone feels like a stretch for what's probably just some occasional chatter. Most folks can handle a bit of distraction without causing a major problem, right? What kind of incidents are we actually talking about here?

At my last job, our open office layout caused real issues with focus. The background chatter wasn't just noise, it constantly interrupted deep work on detailed tasks. That's why I now advise teams to have quiet zones for critical work.
