Seems like a pretty strong way to frame it. Aren't people usually pretty good at tuning out background noise when they need to focus on a detailed task? Calling it a risk to everyone feels like a stretch for what's probably just some occasional chatter. Most folks can handle a bit of distraction without causing a major problem, right? What kind of incidents are we actually talking about here?
